Bill was born January 14, 1951 in Natchitoches, Louisiana to the late Lyndel Jarrett "Lynn" and Evelyn Virginia (Spurgeon) Haley. He was raised in Pasadena, Texas and graduated from Sam Rayburn High School in 1969.
Bill married Sandra Downey Bryan on July 24, 1994. They had a very loving relationship, and Bill cherished their life together.

He was the only plant operator at that time without a college degree.
Bill enjoyed playing, coaching, and watching sports. In high school, he participated on the baseball, basketball, and track team. His basketball skill and antics earned him the nickname "Haley's Comet" from local sportswriters. Bill coached various little league sports in LaPorte, Texas, including baseball, basketball, and football. He also enjoyed camping, water-skiing, snow-skiing, golf, racquet ball, and gardening. Among his accomplishments, Bill was proud to have taught over 50 people to waterski. Bill also loved traveling and riding his Harley Davidson motorcycle with his wife. Bill was fortunate to have had a lifetime of fond travels and memories with friends and family.
